[WEC Energy Group](https://www.bullished.co/tag/wec/), whose subsidiaries supply regulated electricity and natural gas, won Wisconsin approval Thursday for rate changes carrying a [9.50% allowed return](https://www.sec.gov/Archives/edgar/data/0000783325/000078332526000109/a112026november.htm?ref=bullished.co) on shareholder capital. The decision preserves the utilities’ earnings-sharing arrangements for the 2027–2028 test years, according to an [8-K filed Friday](https://www.sec.gov/Archives/edgar/data/0000783325/000078332526000109/wec-20261105.htm?ref=bullished.co).

## A 53% Equity Financing Share

The Public Service Commission of Wisconsin approved the rate cases that Wisconsin Electric Power Company, Wisconsin Gas and Wisconsin Public Service filed in April 2026\. The new base rates take effect January 1, 2027.

The framework maintains a 53% equity ratio—the share of financing attributed to shareholder capital rather than debt. The allowed return applies to that equity component, not to the utilities’ entire investment base or WEC’s stock-market return.

The decision covers a central part of the Milwaukee-based holding company’s operations. Its Wisconsin segment supplies electricity and natural gas in Wisconsin and Michigan’s Upper Peninsula, along with steam service in metropolitan Milwaukee. Electricity customers range from households and businesses to wholesale purchasers, including electric cooperatives and municipal utilities.

## Where Customers Get The Excess

For operations outside dedicated very-large-customer arrangements, the utilities keep earnings through 0.15 percentage points above their allowed return. Earnings in the next 0.25-percentage-point band are divided equally between the utilities and customers.

Customers receive all earnings beyond 0.40 percentage points above the authorized return. That structure leaves the utilities with some earnings above their allowance while directing progressively more of the excess to customers.

The 9.50% figure therefore defines the starting point for sharing; it is not an absolute ceiling on earnings the utilities may retain.

## Large Customers Have Separate Terms

Dedicated very-large-customer business operates under a [separate rate structure](https://www.sec.gov/Archives/edgar/data/0000783325/000078332526000109/a112026november.htm?ref=bullished.co), approved in a written order received May 21, 2026\. That tariff applies to customers forecasting at least 100 megawatts of new electricity demand.

Those arrangements carry an equity ratio of 57% and an allowed return ranging from 10.48% to 10.98%, with the specific return agreed with customers. Both remain fixed for the contract term. Revenue and costs recovered under the tariff are excluded from future rate cases and earnings sharing.

The distinction separates the general utility framework approved Thursday from the financing and return terms for dedicated resources serving very large customers.

WEC expects the commission’s final written order on the general rate review before year-end.
