The United States and Mexico agreed on a [memorandum of understanding](https://ustr.gov/about/policy-offices/press-office/press-releases/2026/october/united-states-and-mexico-announce-memorandum-understanding-industrias-tecnos-facility?ref=bullished.co) to remedy violations of Mexican labor law at Industrias Tecnos, which makes small arms ammunition in Cuernavaca, the U.S. Trade Representative's office announced Monday. The deal sets October 15, 2026 as the date for the listed actions to be complete.

## What the plant must do

Under the [memorandum](https://ustr.gov/sites/default/files/files/Press/Releases/Industrias%20Tecnos%20MOU%20-%20October%201%202026%20adjusted%20to%20actions.pdf?ref=bullished.co), dated October 1, 2026, Mexico will ensure Industrias Tecnos hands out a neutrality statement and guidelines on workers' rights to organize and bargain collectively. The company must post them at the facility and on its website, train all personnel, and apply a zero-tolerance policy to violations.

Supervisors, human resources and labor relations staff who break the rules can be sanctioned or fired. The company must also set up an anonymous, confidential complaint channel by phone or email, and the text says workers who use it will face no reprisals.

Payments owed to dismissed workers were verified as completed on June 26, 2026, the text says.

## Mexico's own obligations

Mexico commits to monitor the facility and to run in-person training for all workers. Supervisors, human resources staff and other trusted officials will be trained separately. Mexico will also keep its own email address, reporting platform and phone line for anonymous reports and investigate allegations promptly.

It will impose sanctions under Mexican law, including financial penalties, on Industrias Tecnos or anyone else found to violate those labor rules. Each action has its own date, and Mexico is to provide evidence of each within a week of it.

Mexico's labor ministry will also conduct a limited investigation of the company's hiring rate, dismissal rate and use of private termination agreements.

## How the dispute got here

The U.S. trade representative and the Labor Secretary co-chair the Interagency Labor Committee, which received a petition on May 23, 2024 from the Mexican union Sindicato Metálico. It alleged an ongoing denial of workers' rights at the Morelos plant. The committee found sufficient, credible evidence, USTR said.

The United States asked Mexico on June 24, 2024 to review the matter. After Mexico's report found no denial of rights, the United States requested a panel under the United States-Mexico-Canada Agreement.

## The consultation window

The two governments will meet regularly to monitor implementation. When the memorandum expires they will consult and try to decide within 30 days whether it was adequately carried out. Either side that sees a pending issue must notify the other within the same 30 days.

Once the memorandum expires, the 30-day window opens for the two governments to judge whether the plant delivered.
