President Donald Trump signed a [proclamation](https://whitehouse.gov/presidential-actions/2026/10/adjusting-imports-of-wind-turbines-and-their-parts-and-components-into-the-united-states?ref=bullished.co) on Thursday ordering trade officials to negotiate with foreign partners over imported wind turbines and their parts, and it adds no new tariff. He agreed with the Commerce Secretary's finding that the imports threaten to impair national security.

## Talks first, tariffs left alone

The proclamation directs the Commerce Secretary and the U.S. Trade Representative to jointly pursue negotiations, or continue current ones, with any foreign trading partner they consider appropriate. They must give the President at least one progress update within [180 days](https://www.newsweek.com/trump-signs-bills-into-law-national-park-dating-app-rules-12598316?ref=bullished.co) of the proclamation.

It states that nothing in it modifies the tariffs under Proclamations 9704, 9705 and 10962, or any other tariffs imposed under section 232 of the Trade Expansion Act of 1962, the national-security trade statute. Those three proclamations cover aluminum, steel and copper.

The text says certain wind turbine components and subcomponents contain significant amounts of aluminum, steel or copper, and are therefore already subject to those tariffs.

The Commerce Secretary must also keep monitoring imports of wind turbines and their parts and report any circumstances that might indicate a need for further presidential action under section 232.

## Commerce's security case against wind

The proclamation relays the Commerce Secretary's findings. He found that wind energy is intermittent and that grid operators must often lean on fast-ramping fossil fuel backup generators, which raises operating and maintenance costs.

He also pointed to security risks. Networked inverters, which convert turbine output into power the grid can use and are mostly made outside the United States, could allow remote access and power disruption. Turbines can also create radar "clutter," which the text says can affect air traffic control, weather forecasting and military radar.

On trade, the Secretary found that imports of turbine components have risen over the last decade, while domestic manufacturing capacity for certain products, such as blades, has not meaningfully increased.

## What happens if talks stall

The text notes that section 232 allows the President to take other actions, including tariffs, if an agreement is not reached within [180 days](https://www.newsweek.com/trump-signs-bills-into-law-national-park-dating-app-rules-12598316?ref=bullished.co), or if it is not carried out or proves ineffective.

Trump wrote that, depending on the status or outcome of the negotiations, he "may consider alternative remedies in the future."

The 180-day clock for the first progress update on the talks runs from the proclamation signed Thursday.
