A New Mexico court imposed a [$25 billion civil penalty](https://www.sec.gov/Archives/edgar/data/0001326801/000162828026066773/meta-20260930.htm?ref=bullished.co) on [Meta](https://www.bullished.co/tag/meta/) on October 21, 2026, according to the company's 10-Q filed Thursday. The order sits on top of a legal docket that already includes a youth settlement worth up to about $18.59 billion.

## What the 10-Q says about New Mexico

The filing says the court assigned 15% post-judgment interest and reserved ruling on injunctive relief pending further briefing. Meta said it has accrued an amount for loss contingencies on the matter and intends to appeal.

Meta also cautions that an appeal could force it to put up a bond or other collateral, "which could result in significant costs."

The [prior quarterly report](https://www.sec.gov/Archives/edgar/data/0001326801/000162828026050705/meta-20260630.htm?ref=bullished.co) described a trial scheduled for September 8, 2026, in which the New Mexico attorney general had indicated it would seek up to $62.85 billion in penalties. The new 10-Q records that on September 25, 2026, the jury found Meta liable for more than 43 million violations of the New Mexico Unfair Practices Act.

## The catch: the accrual is not itemized

Non-current legal accruals rose to $8.30 billion at September 30, 2026, from $450 million at December 31, 2025\. The filing does not break out the New Mexico share.

The quarter's income from operations was [$12.99 billion](https://finance.yahoo.com/markets/stocks/articles/meta-reports-third-quarter-2026-200100698.html?ref=bullished.co), down $7.55 billion, or 37%, from a year earlier. Meta attributed the rise in costs partly to a $9.89 billion charge for the August 2026 multistate agreement with 52 attorneys general; the nine-month charge was $11.89 billion.

Meta did not accrue $5.3 billion of that deal, which is owed only if YouTube and TikTok adopt similar teen protections, and says it may record more expense if the conditions are met.

## Earlier New Mexico rulings and other open matters

In March, a New Mexico jury ordered a $375 million civil penalty. On August 6, 2026, the court found Meta's platforms a public nuisance and awarded about $567 million in abatement costs. Meta filed motions to vacate those judgments on September 8, 2026, and the court stayed the judgment.

In D.C., the attorney general is pursuing up to $1.7 billion, covering civil penalties, restitution and some injunctive relief, the filing says.

## What to watch

The district court hearing on the FTC consent-order motion is set for November 12, 2026\. A consolidated trial for the next two user bellwether plaintiffs in the youth litigation is scheduled to begin October 28, 2026.

The 10-Q still shows injunctive relief in New Mexico undecided, so the penalty is not the last ruling the company awaits there.
