Lumen Technologies has asked the New York Stock Exchange to withdraw its common stock and its preferred stock purchase rights from listing, according to a [Form 25](https://www.sec.gov/Archives/edgar/data/0000018926/000094787126000920/ss6901616%5F25.htm?ref=bullished.co) filed Monday. Qwest Corporation signed the same form for two series of its notes.

## What the Form 25 says

The filer is the company, not the exchange. Lumen checked the box for [17 CFR 240.12d2-2(c)](https://www.sec.gov/Archives/edgar/data/0000018926/000094787126000920/ss6901616%5F25.htm?ref=bullished.co), the provision for an issuer's voluntary withdrawal of a class of securities, and certified that it met the exchange's rules and that rule's requirements.

The classes covered for Lumen are its common stock, no par value, and its preferred stock purchase rights. The form does not state a reason for the move.

Qwest Corporation appears on the same form for its 6.500% Notes due 2051 and its 6.750% Notes due 2052, both in $25 denominations.

## Who signed, and what is missing

Jennifer Hodges, Lumen's executive vice president and chief legal officer, signed for both Lumen and Qwest. Each signature is dated October 5, 2026.

The form prints no effective date for the withdrawal. A delisting request is not a bankruptcy or a shutdown, and the notice says nothing about the company's operations.

## What it means for holders

Market data put Lumen's market capitalization at $5.9 billion. The stock was at $5.62, down 2.26%, as of 4:17 p.m. ET Monday.

If you hold the shares or the Qwest notes, the filing itself does not say where, or whether, the securities would trade next. It also does not say whether the company intends to stop its SEC reporting.

The next detail to look for is an effective date, which the Form 25 as filed does not give.
