# Japan's Regulator Extends Prudential Of Japan Sales Ban To January 31, 2027, And Halts Gibraltar's Life Consultant Channel

Japan's Financial Services Agency ordered [Prudential](https://www.bullished.co/tag/pru/) of Japan to stop soliciting new business until [January 31, 2027](https://www.sec.gov/Archives/edgar/data/0001137774/000119312526418407/d11107dex991.htm?ref=bullished.co), Prudential Financial said in an 8-K filed Friday. The agency also suspended the Life Consultant sales channel at Gibraltar Life through the same date.

## What the orders cover

The release, furnished as an [exhibit to the 8-K](https://www.sec.gov/Archives/edgar/data/0001137774/000119312526418407/d11107dex991.htm?ref=bullished.co), says the agency issued business suspension and business improvement orders to Prudential of Japan. Gibraltar received business improvement and partial suspension orders. Both were issued under Article 132, Paragraph 1 of the Insurance Business Act.

The agency also issued a business improvement order to Prudential Holdings of Japan, under Article 271-29, Paragraph 1.

Gibraltar's suspension is narrower than Prudential of Japan's. It applies to the Life Consultant channel and not the independent agency channel. The release says the suspension does not apply to other Prudential Financial or PGIM units in Japan, including Prudential Gibraltar Financial Life.

The company says the Prudential of Japan extension gives more time for remediation already underway. It follows a Special Investigation Committee probe disclosed on October 8 and a voluntary suspension the company had begun. [Bloomberg Law reported](https://news.bloomberglaw.com/insurance/japan-orders-sales-halt-for-prudential-units-after-misconduct?ref=bullished.co) the regulator acted after repeated employee misconduct caused customer losses, and that the halt runs from October 13.

## What it changes

All three Japanese entities must submit business improvement plans to the agency by the end of November 2026 and report progress regularly.

Prudential says Prudential of Japan and Gibraltar "remain financially sound and able to meet their obligations." It adds that the parent continues to provide full support and resources.

Gibraltar contacted over two million customers in recent months, the release says, and continues to evaluate its operating model.

Prudential of Japan President Hiromitsu Tokumaru offered "our deepest apologies to the customers and all other stakeholders who have been affected." Prudential Financial Chairman and CEO Andy Sullivan called Japan "one of Prudential's most important markets."

The release gives no dollar estimate of the financial impact. Management said it would discuss estimated impacts on a call at 8:00 a.m. ET Friday. The shares closed at $113.53 at Thursday's close (market data).

The next dated deadline is the end of November 2026, when the three improvement plans are due at the agency.
