[Charter Communications](https://www.bullished.co/tag/chtr/), which sells internet, mobile, TV and voice services under the Spectrum brand, is targeting an additional $2 billion in annual operating savings while rebuilding how it wins and keeps customers, President and Chief Executive Officer Chris Winfrey said on the company’s earnings call Friday. Legacy Charter lost [156,000 internet customers](https://deadline.com/2026/11/charter-stock-sinks-internet-subscriber-comcast-1237215464/?ref=bullished.co) in the third quarter, versus 109,000 a year earlier—results Winfrey said demand changes beyond another offer adjustment.

## Selling More, Losing Fewer

A Wells Fargo analyst asked why this reset would succeed where earlier sales changes had fallen short. Winfrey acknowledged that he had put too much weight on the company’s network and product advantages translating into growth through a revised offer.

“a simple offer change given our assets should have changed the trajectory and it didn't,” Winfrey said. His answer now: change the product proposition, pricing, marketing, distribution and service together.

Kevin Howard, Charter’s interim chief financial officer, said fewer new customer connections drove legacy Charter’s internet losses; the cancellation rate was essentially unchanged. He cited expanded fixed-wireless competition, weaker sales among lower-income consumers, mobile substitution and aggressive fiber promotions.

Winfrey wants a simpler internet-first sales approach, with mobile and video added around it. The objective is to bring in more customers without reducing average revenue per user, both when customers sign up and as their relationships mature. Longstanding customers also need more value at regular prices, he said, rather than a reliance on price increases and expiring promotions.

Retention remains part of the problem even with cancellation rates among the lowest Charter has recorded. “it should get better and it's too high,” Winfrey said, calling for closer attention to the service, reliability and pricing problems that cause customers to contact the company.

## Cuts Away From The Frontline

Charter’s [additional $2 billion](https://www.thewrap.com/industry-news/business/charter-2-billion-cost-savings-plan-earnings-q3-2026/?ref=bullished.co) savings target is annualized operating expense reductions within 18 months, separate from more than $1 billion in expected savings from combining with Cox. Winfrey said the operating overhaul would eliminate projects that do not help internet growth, remove management layers and concentrate spending among fewer vendors.

Frontline sales and service employees are excluded from the savings program. Charter plans to keep investing in employee development and benefits while using technology, including artificial intelligence, to reduce unnecessary service interactions and hiring needs. Cox service calls will move from offshore operations to Charter’s U.S. employee base without increasing headcount, Winfrey said.

Nick Jeffery, Charter’s new chief operating officer and formerly chief executive of Frontier and Vodafone UK, joined on September 1\. Winfrey said Jeffery is helping implement the redesign, with dedicated leadership now established for Spectrum’s consumer, business and wholesale operations.

The intended financial payoff is lower costs flowing into adjusted earnings before interest, taxes, depreciation and amortization, and ultimately free cash flow. Howard said the savings targets do not assume significant efficiencies from agentic artificial intelligence.

## Cox Offers An Early Test

Charter completed its Cox Communications purchase on August 19, adding 11 million homes and businesses passed by its network and more than 5 million customers. The combined company now reaches over 70 million homes and businesses, with about 37 million customer relationships and 34 million internet customers.

Cox [lost 77,000 internet](https://deadline.com/2026/11/charter-stock-sinks-internet-subscriber-comcast-1237215464/?ref=bullished.co) customers in the third quarter. Winfrey said its pace of internet losses had been cut in half since Spectrum pricing and packaging launched there on September 16, largely through better sales. Cox’s cancellation rate remained about 10% higher than legacy Charter’s, leaving service and retention work alongside the sales gains.

The larger business still faces declining results: combined revenue, presented as though the transactions had closed at the start of the comparison period, fell 1.5% year over year. Adjusted earnings before interest, taxes, depreciation and amortization fell 3% excluding Cox transition expenses.

Charter expects capital spending, excluding transition spending, of approximately $13 billion in 2026 and at or below $11 billion in 2027\. Howard said most fourth-quarter free cash flow is expected to go toward debt reduction as Charter works toward its net-debt-to-adjusted-earnings target of 3.5 times.

Winfrey explicitly declined to forecast when internet subscribers or earnings would return to growth. He promised regular progress updates, with new connections, cancellations and revenue per customer among the measures of whether the redesign is working.
